The Failure of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis triggered by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv.

The Pattern of Negotiation and Warfare

The succession of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are waged: positive announcements are issued from various governments. Significant resources is expended on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from enemy soil, a ability provided through up-to-date information. From vantage locations, military aircraft that had been dispatched to engage hostile cruise missiles streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.

Shortly after, Kyiv's missile defense engaged: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, most likely provided by allied countries. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: possibly the incoming missile won't strike its target this time, protecting urban areas from ruin and additional electricity failures.

Ongoing Risks

Following this, a large-caliber weapon engaged a aerial vehicle in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it continued its flight toward its destination.

Periodically, this carried on until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and utility failures in numerous residences as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on international aid – a dependence that regional partners are demonstrably unable to replace in the near term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new approach from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually secure success. This pattern will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. Washington functions according to a assumption well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is unfeasible to pressure the Kremlin to surrender the areas that it presently holds in Ukraine's occupied territories.

The issue is that while recognising this factual reality, US leadership does minimal to deter Moscow, through statements or actions, from believing that the situation will not change more in its favour in the months ahead.

Conflicting Perspectives

Therefore, Moscow is confident that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding lives and land but averting a entire defensive failure until conditions improve in its favour.

Current Realities

Realistically, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and secure international recognition, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Assessment and Future

It took a only one week to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all did their job.

While new initiatives based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and demonstrate particular unwillingness to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, largely rely on ongoing international assistance.
