Trump's Woke Alarm Overlooks The Continent's True Danger: Economic Stagnation.

Donald Trump's national security strategy presents a flawed assessment of the European Union. The document asserts that open-border policies and what it terms "woke" policies pose an existential risk to the continent's identity. Yet, this perspective is based on a fundamental misreading of the situation. The actual danger confronting Europe is not cultural but economic and technological backwardness.

A Glaring Growth Divide Between Europe and the US

Statistics paint a stark contrast. From 2008 and 2023, American economic output grew by 87%, while a paltry 13.5% increase for the EU. Over this time, European income per person dropped from 76.5% to just half of the US level. Remarkably, even the poorest US state now has a higher per capita income than several leading EU nations like Italy and France.

Today, roughly 50% of the world’s 50 largest technology firms are US-based, while a mere four are from Europe.

The Innovation Shortfall: The Core Question

This widening economic gap is driven by stronger productivity growth in the US, fueled by breakthroughs and higher total factor productivity. The scene of global tech dominance is decidedly American. Over the past fifty years, 241 US firms have grown into enterprises valued at more than $10bn, versus only fourteen in Europe.

This gap prompts a vital question: As the competition for tomorrow's sectors like semiconductors, AI, and fusion energy, where does the EU positioned? Most analysts concede it is largely a contest between two involving the United States and China, with Europe entering at a clear handicap.

Underlying Factors of Europe's Innovation Gap

Several key factors explain this technological divide.

  • Financing Ecosystem: The United States has a far deeper and agile network for financing new ventures. The EU has yet to establish a genuine capital markets union, a factor that caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hamper Europe. A US startup can introduce a product under a single regulatory framework to access a market of over 330 million. The European Union, despite a bigger population, is split among 27 separate regimes, creating huge market obstacles.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In parts of Europe, business failure was historically viewed with stigma, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has weakened its capacity for pioneering research.

A Path Forward: Reasons for Hopefulness

Despite these hurdles, one can find reasons for hope. Policymakers are growing more conscious of the severe threat and have begun to advance substantial change. Notable analyses on European competitiveness and the internal market point to the necessity of major changes.

With the right incentives and rule changes, Europe's strengths might enable far greater levels of commercial innovation.

The continent retains considerable strengths: skilled human capital, top-tier education systems, and premier research institutions. Coupled with a large internal market and substantial household savings, these elements could trigger a surge of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in creating cutting-edge technologies, it can still significantly boost productivity by implementing and tailoring advancements from elsewhere.

An Inflection Point

The European Union now faces a decisive crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. However, without bold steps to tackle its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible decline in world influence.
